The CECIC HKE Zhangbei Lvnaobao Wind Power Project Project is a 67-turbine installation in Zhangbei County, Hebei Province, China, supplying renewable electricity to the North China Power Grid. The site sits at an altitude of 1,450 to 1,680 metres, just south of the Inner Mongolia plateau, in a geographic zone characterised by intense and consistent wind currents. The project is developed by CECIC HKE under the China Energy Conservation and Environmental Protection Group (CECEP), and is registered with Verra under VCS 727 using the ACM0002 methodology. The project avoids an estimated 220,000 tCO₂e per year, supplying over 241 GWh of clean, zero-emissions electricity annually to the North China Power Grid, which relies overwhelmingly on coal and has a grid emission factor which is among the highest globally (around 1.0549 tCO₂e per MWh). The project has an installed capacity of 100.5 MW. Community benefits Rural electrical stability: The project improves the local electricity supply-demand balance, providing consistent, clean power to rural communities in Hebei Province. Infrastructure upgrades: The deployment of the 67 turbines of 1.5 MW each, required building and reinforcing local logistics and access tracks that now also support general trade and connection for neighbouring villages. Stakeholder consultation: Periodic communication and community-engagement programmes ensure local populations benefit directly from operations and surrounding infrastructure-maintenance jobs. Environmental and biodiversity benefits Air-pollution mitigation: By displacing a large volume of coal combustion, the project prevents the release of heavy sulfur dioxide, nitrogen oxides, and fine particulate matter (PM2.5) that cause severe smog in northern China. Low wildlife impact: Environmental-impact studies confirmed that the surrounding arid landscape has sparse vegetation and does not intersect with major nesting habitats or migration routes for migratory birds.
